Start menu not working, Windows 11 updates KB5008215-KB5009566.

When I first updated to KB5008215 in early January, I started to experience start menu and search bar issues.  Most of the time when I would try to access the start menu it would not show up.  Sometimes it would show up, but I would not be able to use the search bar.  After a week I used the Windows media creation tool to reinstall Windows, and it fixed my issue.  Until last night, when I was forced to update to KB5009566 and the issue reappeared.
