Small notepad anoyance with French Canadian Windows 11

Hello,

 

Prior to Windows 11 i did not have this issue, my locales, OS language and everything are set to French canada.
In Notepad, there are two different options that are underlined with the letter "f" in the menu bar.
Where this bugs me off is that if i press say ALT+F il will highlight the "Fichiers" one, which is file, and if i press it again then it will light up "Affichage" which is diplay.
The correct and optimal Behavior for me to be able to quickly close/save or close and not save the many notepads i open up in a day would be : I ALT+F and it actually opens the menu under File, then i can keep ALT pressed and press E to save or X to close. 
So this means that pressing ALT+F currently does not open up the top menu option i pressed if there are two options for the letter.
The menu bar will open its contextual menu if I use ALT+M ALT+O etc in notepad, but not for Display and File since they use the same underlined letter in french canada.
Please let me know if i didnt report this issue to the correct place.
