In windows 10 you can use WIN + SHIFT + S to capture a section of your screen. After you make the selection you would get a notification with a preview that you could click and edit to either copy to the clipboard or save.  If you had do not disturb on, the screenshot would sit in the notifications area waiting for you.  
Now I get no pop-out notifications and the notifiactions pane doesn't hold my last screenshot either. The only way I can edit the screenshot is to open paint and paste it from the clipboard. Then I have to use the selection tool to copy it post-edit so I can send a "quick" screenshot over Teams or any other messaging app.

Weeks later, after using a different windows 11 PC I noticed that only my PC had the issue. My Notifications were off by default. Now that they're on I get the notification as expected.

Issue resolved.
