1. Go to 'taskbar setting' >> 'Taskbar Behaviors' and turn on 'Automatically hide taskbar' option.

2.  Then randomly place the desktop icons unmanaged.

3. After that again go the taskbar settings >> taskbar behaviors >> remove tick from "Automatically hide taskbar".

4. After this you go to desktop. Your Icon should be auto managed as previous.
