In Microsoft Access, you can specify an icon as a property (File, Options, Current Database, Application Icon), or from code (change the property "AppIcon").  For Access 2010 and Access 2013 and Windows 11, the specified icon is not displayed on the Task Bar like it does for Windows 10.

 

You can also normally specify an icon with a Shortcut to a MS Access database.  The icon specified in the shortcut is not displayed for MS Access 2010 and 2013 in the taskbar like it normally does.
