Games freeze then crash with a wired Xbox 360 controller

I use Windows 11 Build 22000.100 and I own a wired Logitech F310 USB Xbox controller. Plugging in the controller seems to make it work for a while but disconnecting it will cause the game to freeze (and sometimes even the platform or launcher such as Steam).

 

Games that freeze like this cannot be killed in the Task Manager and the system must be restarted to fix the issue.
