Drag and drop

Can’t do drag and drop files from one folder to another when both  folders or applications are to maximise (using taskbar when i tried to drop file on tab of another folder on taskbar it does not open the folder).In general we can do it on windows 10. But i able to do it when both folders are not maximise. Please Microsoft solve this issue.
