Windows keeps maximizing on drag

I want to know how to STOP Windows maximising each pane when I just click the header bar to drag. I have turned off 'snap'. I have unticked 'prevent windows from automatically resizing'. My panes/windows keep maximising. This has only just started in the last couple of days (perhaps after Christmas day), so I assume it is the result of an auto-update from Windows 10.

 

Has anyone else encountered this problem, and - if so - how have you fixed it?

I have an update. I think the problem is that Windows 10 is seeing my mouse click as "single" to activate things, when my settings are set to 'double'. This may be a mouse problem.
