Where did "Edit Links with Files" go in Publisher 2016 version 1706?

It was part of build version 1704 and 1705, but when you navigate to the ribbon customizer to add the button to the ribbon - the option is missing.  Has anyone else seen this?  Did Microsoft move the feature, or REMOVE it?  If it was moved someplace else does anyone know where?

We would need to add the Edit Links option by the following method:

  1. Right-click on the menu
  2. Click on "Customize the Ribbon"
  3. From the drop down list, select "All Commands"
  4. Scroll down to locate "Edit Links to Files"
  5. You would need to add this to a New Group:
