% Work completed and Status Update (MS Project 2019)

Hi,

The % work completed in Project Overview report and the % of status of completed task in Late Report are different, why?

% Complete	% Work Complete
17%	17%

Sorry, better answer late than never...
Graph shows the percentages based on the number of status labels such as X percent of the tasks have the status "Complete". So what I see is most of them are the future tasks.
