A user has timesheet manager changed and his submitted timesheets are in error when the new timesheet manager approve. He then delete the problematic timesheets and submit again. However, the approver still encounter the error below. How to fix this problem?

I would look to open a support ticket on your Microsoft 365 tenant for this error as it will probably require Microsoft to review the logs in the backend to see what is causing that.
