Solution for the "Project Server-SOAP-Bus" scheme

I haven't installed Project Server yet.
I really want to figure out the code
There is a task:
1. to raise a SOAP service that will:
- send a data request from Project Server to the bus ("xml1 Package"),
- receive an xml package with the result in response ("Package xml2").
2. "Package xml2" should be parsed by the service:
- data should be written either to an SQL table,
- or directly to the project (csom).
