Shift work in ms project

Could someone please assist in my work scheduling. I want to plan a number of shifts for a set number of work units.
Day shift 5:30am to 2:30pm Monday Thursday 9 hours 4xcrew
Afternoon shift 2:00pm 11pm Monday to Thursday 9 hours 4xcrew
Night shift 10:30pm to 7:30 Monday to Friday 9 hours 4xcrew
Weekend shifts 530am to 530pm Friday to sunday 12 hours. 4xcrew
Every time I want to schedule work package say 360 hours over the group. The programs try’s to give each person equal hours rather than start with the first day shift group and maximise hours until it runs out of hours for the last group.

It would help to see a screen shot of how you set up your shift calendars. Here is a simple example with 2 4-man crews with custom resource calendars for "day" shift and "afternoon" shift, each with 9 hours. The Project calendar is also customized to cover the two shifts from 5:30 AM to 11:00 PM Monday through Thursday.
