PWA Project on-premise 2013 projects with spaces

PMs are getting below error when they try to open a project plan in MSP 2013 from PWA project Center. Even Admin users are also having same error. We are facing this issue when using IE 11.

"Project Web App was unable to find the specified Project.

the project was not found on Project Web App. some possible reasons include:

The Project has not yet been saved successfully to the server.
The Project has been deleted on the server.
you don’t have adequate permissions to open this project.

if the project is available in the local cache, you can click the globe in the status bar and select "Work offline", and then open the project, if the problem continues, contact your administrator."
The PWA site url is added to Trusted sites and compatibility settings list in IE. This issue is occurring for all the projects. However we are able to open the very same projects directly in MSP via File -->Open -- Enterprise Projects and PWA --> Project Center.
Can someone suggest what needs to be done to resolve the issue. We have tried deleting the Project Server Account in MSP and re-creating but it did not work. Any suggestion to resolve this issue is welcome.

What build version is your Project Server 2013 farm? This issue what fixed in the August 2018 update: https://support.microsoft.com/en-us/help/4032245/august-14-2018-cumulative-update-for-project-server... If you already have this cumulative update installed (or even a later update) let us know.
