Project Online - License - Only for project workflow approvals

Question related to what license is needed for users who only do project workflow task approvals in the system? Plan 1(or old essentials) is enough?

Project Plan 1 is specifically for team members, but what you are describing is a role more like executives or portfolio managers. I would suspect these folks need Project Plan 3 at a minimum. Hope this helps.
