And what of %  of drive C: must  always be free?

First of all, this is the wrong forum for this question. This forum is dedicated to questions/issues with Microsoft Project, a project management application. I suggest you find a general Windows forum but even then I doubt you'll get any kind of firm answer since the issue of hard drive partitions is quite subjective, some users swear by partitions while others wouldn't think of using partitions.
