I have gotten this error many times myself. Each time I got the error, I was able to keep trying until Microsoft Project was finally able to create the Visual Report. I think the error is due to some kind of intermittent bug in the software. If you cannot get past the error, you may need to open an incident with Microsoft Support to allow them to help you at a higher level. Hope this helps.

@Dale Howard  Dale, how do you open an incident with MS Support? I am having trouble finding that process.
