You are using the relatively new Project for the Web application. Yes, there are many features that are available in the Microsoft Project desktop application that ARE NOT available in Project for the Web. However, you can create a milestone by setting the Duration of the task to 0 days. There is no concept of a Recurring Task in Project for the Web. Not sure what you mean by "floating capabilities", however. Based on your last comment, I would surmise you probably need the Microsoft Project desktop application (you need Project Plan 3 to get it) instead of Project for the Web. Hope this helps.
