How can I edit 'inactive' tasks in PWA?

Due to the nature of our projects, we have activities in our schedules that we want to make 'inactive'.  In MS Proj Professional, we have put a 'No' in the Active field to inactivate them.

 

The PMs that manage these schedules are doing so through PWA.  When they open those same projects in PWA, the tasks with Active = 'No' are not editable.  They are not even able to change the Active field from 'No' to 'Yes'.

 

Is this by design?  How can I enable them so that they have the ability to make their tasks Active as needed?

This field is a Project Professional / Project Online Desktop field and not editable in PWA.
