There are some posts covering Power Apps and Flow when doing status reporting ( @AllanRocha ) or in case a new project gets created ( @Prasanna Adavi ) . Of course you can apply those principles also to a SharePoint list, design a nice entry form with PowerApps, include an approval workflow using Flow and based on the outcome create a new project.
