Assigning cost resources to the summary task is grayed out

Dear experts,

I am trying to add the cost resource on my summary task, when I try to add one particular resources to the summery task " Assign" button is grayed out. I created this resources in the resources sheet as the "cost" Type and gave a group name. Please advice how to resolve this issue.
