Wait for approval not completing with attachments

After action 'Create an Approval' succeeds and is approved, the 'Wait for Approval' action does not complete when the approval contains an attachment (PDF in my case). This can be rectified by simply removing the attachment. 

Anyone had success using the separate 'create' and 'wait' approval actions with attachments?

The approvals process doesn't allow for attachments to be returned only sent. 

Could you please show a sample of how your approval and wait for approval part of the flow is configured?
