I have a complex workflow that I don't want anyone except an IT user to have access as an owner for fear of it being accidentally changed. However, the Owner of the SP site and library that it interacts with would like to be notified or, at least, be able to view some kind of report or list in case an instance of the workflow fails or hangs. I cannot find a way to give access to the workflow history without making the user an owner of the workflow in Flow which also gives them the ability to edit the workflow. Anyone have any ideas how to accomplish this?

one way would be to convert it to an Azure Logic App.
Another way would be to create another Flow that notified you when the Flow changed, you can start with this template: Admin - Get List of Edited Flows
