Power Automate - possible to limit create but allow execution of existing flows?

Newbie question - Is it possible to aloow people to run Power Automate flows shared with them but limit those users abilities to create flows themselves? We have to standard Office 365 A3 licensing with the service plan options for Power Apps for Office 365 and Power Automate for Office 365. We have limited need for a few flows but unleashing everyone to create their own may cause issues.

@Wick_man11 I don't think there is a way to prevent users creating their own flows without altering their licence.
