Teams - there is a simple templates option when you create a team! You can choose to create it with another team you are in as a template regarding channels, members, settings and tabs! Note that this wont involve any files being copied over nor any content in the tabs themselves! So planner plans and onenotes etc will need to be configured manually!
There is a better template feature coming but don’t know when and how it will work!
A further step is using the Microsoft graph to provision teams with tab content and so on, but it’s not a template function :)
Planner don’t have templates but They are working on this! See the following uservoice and go in and vote! It’s currently in development status:
