Why is everything in Outlook ribbon hiding behind three dots?

What might possibly be the point of making half of Outlook functionality hiding behind three dots in the ribbon?

Nowadays it takes forever to find buttons like "bcc" or "recurrence". First you need to click through all ribbons, then get confused, then do it again, and finally figure out that you need to start over and check what is hiding in all those three dot menus. Why cannot the ribbon just keep on growing when you expand the width of the application?

There seems to be also "Customize the ribbon..." option that does not seem to let you customize much at all. Currently I am stuck with Semi-Annual 2008 and hope that someone has fixed it in newer versions.
