Unable to receive or send messages, no folders showing for this email address

This is a new account set up on Outlook in addition to my personal account.  I cannot get the account to show a drop down for folders as part of my Favorites.  It does show these folders at the bottom of the email folder list.  Initially I was able to get messages in the Inbox for this e-mail but that stopped after the first day it was active.  I cannot send any messages from it either as they just get stuck in my outbox. I can use this email with Outlook on the web where it can send and receive emails.

Update: Can now send and receive. Apparently the account needed to sign out and sign back in again. However, display of folders for this account when in the Favorites group remains non-existent.
