Tags Categories are disabled for M365 Business Plan, how to enable it?

Hi 

I was trying to setup Tags to Categorize mails: however they are all disabled. This is crucial element for a daily tasks. I was trying to search help on a different sites, and checked settings.
Could you please help me to enable it?

Please disreagard topics. Categories were disabled because I've used IMAP/SMTP mailbox option, instead of POP/SMTP.
