SMTP Server cannot connect to Comcast.net to send e-mail Outlook 2010, receive error code 0x800CCC0F

My wife's e-mail suddenly cannot send e-mails. Re-entered password numerous times on Xfinity with their tech support and on my own. Used the Repair function and Change functions on the Account Settings page numerous times.  All to no avail. Xfinity says it is an Outlook problem. Xfinity say they have not initiated their planned TLS changes. Should I remove Outlook from the laptop and re-install? Any suggestions would be appreciated.
