Shared mailbox issues

I have created a new shared mailbox, one of the users that I have delegated full access to and send access to, cannot send from it.  I have verified with 2 other users that they can send from the address.  I'm wondering if there is a setting in outlook that I am missing.  When I try to send an email from the users account and select the shared email address as the from, I get an email back saying they do not have permission to send from that account.

You have to assign Send As/Send on behalf of right also.

@Victor Ivanidze I did.  I don't know if it was a sync issue or not, but I checked about an hour after posting this and it is working now.
