Rules set-up on Outlook.com not showing in Outlook 2016

I have set up a number of Rules in Outlook.com for my email account (eg. Move all emails from x to folder y). When I use Outlook desktop app (v. 2016) and I select "Manage Rules & Alerts", many of the rules are not showing.

1. Is there a way to sync outlook.com and Outlook app?

2. Is there a way to save the Rules (or export them) on the web version (outlook.com)? and then import to Outlook?
