Hello,
There has been something on my mind, which I have been wanting to ask for a while now. According to

An Outlook account, that isn't logged into in 2 years, will be deleted.
What I wanted to confirm was, does this apply to for example an Outlook account, that only forwards emails to another email?

Solution
Yes. Automatic rules processing is not considered activity, so you will need to either log in or action one of the exceptions to stop the account from closing after 2 years.

I assume by "action one of the exceptions", you're referring to the 'Purchases' requirement/exception?
