This functionality has been removed in Outlook 20230512004.11 . The only option is to save to OneDrive. So, I have to go find the special folder that the file is saved to and put it in the folder that I want.
Also, if you save the file to OneDrive and then move it from OneDrive, Outlook still thinks that the file is in Outlook and doesn't offer the option to save it again. You can try opening it on OneDrive, but since the file is no longer there, it brings you to a page not found.
