Outlook sending good mail to junk

Hello, in the past Outlook has occasionally sent good mail to junk. Recently, however, it seems to decide randomly which mail is junk and which is good. Now, mail which for a year or more has come to my inbox randomly goes to junk. Moreover stuff which has been treated as junk for the past year now appears in my Inbox. It is as though Outlook now sort all mail randomly. This is very annoying and costly. Does anyone have any suggestions. I am reluctant to have all mail go to Inbox since I get up to 100 junk messages a day.

BTW - It is no use setting rules for messages found in Junk - Outlook takes no notice

@Michael845 Same here. I am constantly "Adding as Safe Sender" and "THis is NOT Junk", and even have set up rules, and it seems the system is broken.  Really frustrating.
