Outlook Profile

My question is simple. I work in technical support as a contractor. At work there is an incident where a worker has a Microsoft license and can log into outlook on the web(OWA) on any laptop/desktop in the office; however, if that same person attempts to launch the desktop version (Outlook 2019) the profile will not load. I don't understand the specific components of a Microsoft License. Is it possible for a Microsoft license to allow OWA access without allowing access to the desktop version?
