Outlook offers email address matches from spam email headers

I receive spam like may people, with spoofed addresses that display my normal email but have a different address, like 'myname@mydomain <spoof address>' . These end up n my Spam folder and I ignore them.

 

But I notice that when entering a New Message, the dropdown list of email addresses offered to fill in the To: field includes these fraud addresses and if you aren't careful you can pick one of them (esp on a phone where the smaller UI makes it easier to hide distinguishing info that makes you aware of this).

 

Why are email addresses which *only* exist in From: or To: fields of messages in the SPam folder allowed to be included in the dropdown of potential addresses? Is there a setting that prevents this?
