We have a user in the organization who has complained of someone sending him an e-mail at 2.18PM but receiving the e-mail 2.35PM. The email was received on time in OWA.
I checked the Message Trace logs and the delay is only 15 seconds.
How do I identify if the Outlook client took time to fetch the email from the server?

There's no way to identify the exact time/duration it took for Outlook to get the message. Such issues are usually due to network connectivity problems or bloated Outlook profiles, so look into those if you want to avoid this from happening again.
