Outlook calendar shared outside organisation but all users can create entries

Hi Everyone, Who would like a calendar queation??

We want to;

1) create an Outlook calendar

2) share it with selected people outside the organisation

3) allow them and us to create entries that all of us can see 

So far we can achieve only 1 and 2.

The external people can create entries, but we can't see them. 

And they can see the entries we made before we shared the calendar, but not the entries we made after we shared it. 

My questions are - is 3) even possible - and should we be using Outlook to create this community calendar or should we be using something else?
