Other Inbox stopped automatically focusing after Office 365 upgrade in Outlook

Before our company upgraded to Office 365, my cell phone Outlook app automatically knew which emails to filter into the Focused and Other Inbox. However, since the Office 365 upgrade, both Outlook on my Dell laptop plus my cell phone no longer are automatically filtering the emails - the Other folder is empty. I know I can manually "move" or "always move" eblasts from the Focused Inbox to the Other Inbox one-by-one, but how do I set it up so it automatically filters the emails to the correct Other Inbox again?
