one of my outlook desktop emails was deleted after last win update, and wont let me reinstall.

Hi. I have a surface pro 6 and have Outlook desktop installed and it has 6 emails added in it.
After win update 2023-04 Update for Windows 11 Version 22H2 for x64-based Systems (KB4023057) one of the email profiles was somehow 'removed'. 

 

I tried reloading it into Outlook but it says I do hot have permission to access the ost file on my PC hard drive.
Ive checked the file and it doesnt exist.
(View hidden files is enabled)
My other oft files for the other email addresses are all showing in the folder. But the 'problem' email seems to have had that file deleted. There is nothing here. And when I try to reinstall if says 'File Access Denied. You do not have the permission required to access the file (followed by the file location on C drive.

Any ideas to fix?
