O365 outlook app not fully displaying peoples calendars - Mac

I have a user that cannot see a few peoples full calendars in the O365 app for Mac. In the web version he is able to see when the people on his team are available, but when he opens the app there are gaps that show available that have been causing scheduling issues.

We have tried switching back and forth between old/new outlook, force quitting and reopening the app, checking permissions, and removing/re-adding his team members calendars.
