Moved to Outlook 365 - can't receive emails from non-365 & non domain users

My company is currently in a hybrid environment of Exchange 2013 (CU23) and Office 365.  Since I was migrated to Outlook 365, I have been able to receive emails only from other Office 365 users in the same domain.  I'm unable to receive emails from all external sources (365 and Exchange), as well as Exchange users of the same domain.


I'm experiencing this in the Outlook client app, as well as online.


Also - I work in the financial industry that uses Zix for email encryption, etc.


I know others have experienced similar issues - but not to this extent (including all external senders).


Has anyone else experienced this?  Better yet - has anyone resolved a similar issue?
