junk email reporting default settings

I just had a look at the Junk emial reporting setting in my office 365 Outlook and I noticed the following: default settings:

Does microsoft send out junk mail reports to other companies by default? Or does the Ask me before sending a report block that?

Wouldn't the Don't share reports option be the better default option?

That's just for messages you report afaik, i.e. only happens when you press the button and the "Ask me..." option prevents it from happening automatically. You can control it on behalf of users via OWA if needed, but I cannot find any PowerShell cmdlet/parameter unfortunately.
