Unfortunately, the Voice/Dictate button is not currently available in the New Outlook for Windows.
However, you can still utilize the dictation feature by using the Windows dictation tool. Simply press the Windows key + H on your keyboard while in an email or other text field in Outlook to open the dictation tool for dictating your message.
