In my environment, we use Exchange Server 2013 or Outlook 2013 at the users' workstations.
We created a Distribution Group and entered the owner.
In the first few days the Owner was able to insert members normally through Microsoft Outlook 2013, from one day to the next he was no longer able to insert them, when trying to insert he received the notification "It is not possible to save changes to the public group membership. You do not have permission to perform an operation on the object.".
I did a test: I removed the old Owner and left only my user, after a while (I think more than 10 minutes) the Owner status of the group in Microsoft Outlook 2013 changed to my user, but when trying to insert members I received the same notification.
We are managing to send emails normally to the group, but the only way I can insert members is using the Exchange admin center, but this access is used only by IT.
Can you help me in solving this problem?
