I just checked my Hotmail account and I can confirm I have been able to send Receive Emails. Possibly issue related to your client Device. Unfortunately , I am unable to understand the screenshot attached due to "Language barrier". Could you please provide more details? What is the message saying? What device you are using? Can you see the sent Emails stuck in "Outbox"? Can you see the Emails sent in your "Sent Items"?
