If an employee's ExO license is removed, but they have an active/sign-in allowed O365 account, does their mailbox fall under the 30 days till it will be permanelty removed or is it 'inactive' and able to be recovered after 30 days?

Still 30 days unless you place it on Hold before removing the ExO license.
