Do not receive email attachments if in CC

I don't want to receive attachments if my email address is in CC and the attachments are bigger than 1 MB, but still get the mail. Is there a rule in Outlook for that? Or maybe some code in VBA that can get it done?

Create a VBA script yourself or hire someone to do that.
