Delegate access to private items

The PA of one of our directors has reported that they are no longer able to see the director's private appointments in Outlook since moving from Outlook 2013 to Outlook in MS365 Apps for Enterprise. She is set up as a publishing editor on his calendar and the "Delegate can see my private items" box is ticked in the delegate permissions. She is able to see his private appointments in Outlook 2013 and in OWA. We have tried with some test accounts and are getting the same result. The mailboxes are all in on-prem Exchange 2016.

I have read elsewhere to disable shared calendar improvements but this has not had any effect.

Is there some other way to allow delegates access to private appointments in new versions of Outlook?
