Can’t receive Outlook email and can’t sync.

Please help me reinstate my ability to receive my Microsoft Office 365 Outlook emails. None of their proposed solutions work and it stopped syncing.

I have several users who over the past few days have not gotten any new mail, mail stays in outbox. Using 2019 and 365 Outlook on Windows 10. 3 different mail host.
the normal task manager kill and restart is not working.
